Thisruleismeanttoaddressthedifficultythatstudentsfromimpoverishedorchaotichomesmighthaveincompletingtheirhomework．Butthepolicyisunclearandcontradictory．Certainly,nohomeworkshouldbeassignedthatstudentscannotcompleteontheirownorthattheycannotdowithoutexpensiveequipment．Butifthedistrictisessentiallygivingapasstostudentswhodonotdotheirhomeworkbecauseofcomplicatedfamilylives,itisgoingriskilyclosetotheimplicationthatstandardsneedtobeloweredforpoorchildren.
Districtadministratorssaythathomeworkwillstillbeapartofschooling;teachersareallowedtoassignasmuchofitastheywant．Butwithhomeworkcountingfornomorethan10%oftheirgrades,studentscaneasilyskiphalftheirhomeworkandseeverylittledifferenceontheirreportcards．Somestudentsmightdowellonstatetestswithoutcompletingtheirhomework,butwhataboutthestudentswhoperformedwellonthetestsanddidtheirhomework?Itisquitepossiblethatthehomeworkhelped．Yetratherthanempoweringteacherstofindwhatworksbestfortheirstudents,thepolicyimposesafiat,across-the-boardrule.
Atthesametime,thepolicyaddressesnoneofthetrulythornyquestionsabouthomework．Ifthedistrictfindshomeworktobeunimportanttoitsstudents′academicachievement,itshouldmovetoreduceoreliminatetheassignments,notmakethemcountforalmostnothing．Conversely,ifhomeworkmatters,itshouldaccountforasignificantportionofthegrade．Meanwhile,thispolicydoesnothingtoensurethatthehomeworkstudentsreceiveismeaningfulorappropriatetotheirageandthesubject,orthatteachersarenotassigningmorethantheyarewillingtoreviewandcorrect.
Thehomeworkrulesshouldbeputonholdwhiletheschoolboard,whichisresponsibleforsettingeducationalpolicy,looksintothematterandconductspublichearings．ItisnottoolateforL.A.Unifiedtodohomeworkright.
